I believe the data is from a question on the 2000 census.  
 
I have not had time to follow-up but the 16.88% number may be based on the 
14850 zip code service area, not Ithaca city proper.  
 
My recollection is that the percentage of non-automobile commuters within the 
city of Ithaca in 200 was 41%.  That is a city-wide average, because the data 
does indeed include college students, and the 70%-80% walk/bike/bus rates 
that are reflected by students living in Collegtown and North Campus are offset 
by dismal rates for elsewhere in the city.  
 
The bright spot is Fall Creek, which if I recall correctly had a rate of about 
20%.
