Christopher Duerksen has written a number of books and papers on progessive 
planning and zoning.
 
I am booked solid for the next 5-6 months but if there are people here in 
Tompkins County who want to pursue this later in the year I could put a 
proposal together for the City of Ithaca and Town of Ithaca (outside Cayuga 
Heights).
 
The zoning languge would be fairly simple to craft - number of animals 
permited, size of their home, fencing, setbacks from lot lines, small and noise 
are the major issues to be (and can be) addressed.  The language needs to be 
written to permit renters as well as owners to to it.
 
The Town of Ithaca does permit "domestic animals" including fowl in its 
Agricultural and its Low Density Residential zoning dstricts.  Unfortunately 
the majority of residents live in Medium Density zone, which prohibits them.  
 
Since that zoning district requires lots with a minimum area of 15,000 square 
feet, 100 feet of width and 150 feet of depth, they have enough space to do 
free-range poultry in the backyard.
