no, its not. XBL is very new stuff and the specification is not finalized. Therefore, no implementations. Mozilla/Firefox might already support some XBL, but not sure how much and if that will change in the future. http://www.croczilla.com/svg/samples/ lists a few XBL examples. I personally don't know any family-tree examples in SVG.
