Not sure if these suggestions would help at all but a) editing the svg file by hand and putting in a viewBox attribute in the <svg> tag itself can change the scaling pretty easily. Otherwise, it would not surprise me if Adobe Illustrator could manage such files pretty effectively. You might be marginally interested in our generation of random polygons at http://dl.acm.org/citation.cfm?id=1414592 <http://dl.acm.org/citation.cfm?id=1414592&bnc=1> &bnc=1 and discussed a bit more in the context of SVG at http://www.svgopen.org/2010/papers/44-Generating_Random_SVG_Elements_in_Polynomial_Time/index.html . Drawing a path through a stiple pattern and through a collection of random points are not unrelated it seems.
