fix for bug 2034. Need additional commands on interface state transitions
so that static route module can independently detect interface state
transitions. In the future this should be rewritten to rely on notification
from the kernel via netlink.

Revert this fix as this introduces a failure after a policy has been
applied. Will revisit after Camarillo.
Revert "fix for bug 2006. Now policies with protocol are assigned a
protocol from the assigned protocol. this only applies to export in the source
in the source match module."
