BGP crashed after removing all routes from DeletionTable.
DeletionTable retained one last element that wasn't removed
during the sweep cycle.

Fix for bug 2034. The previous fix for this bug fixed the state transition
from down->up. The existing bug was on first configuration of vrrp where there
is a rapid up->down->up on the interface state due to vrrp starting in backup
out of init state. This was finally fixed in netlink by forcing a direct call
to interface update on client protocols.
The right fix probably doesn't belong here, but should incorporate a state
transition event to client protocols without requiring client protocols to
compute interface state transitions as they currently do on static routes.
Please test this as this change will be broadcast to all protocols on state
change.

changed vpn config scripts to correctly interact with the clustering
feature:
* allow "invalid" local ip, i.e., not assigned to any interface (yet)
* if ipsec is not already running and local ip is invalid, config script
only
writes the ipsec config file but does not start ipsec service. if clustering
is started later, it will start ipsec automatically.
