Fix Bug 3793 Unable to configure static map within dhcp lease range
- allow user to configure static-mapping for an ip that's been excluded
from lease ranges

- create a pool statement only if failover is configured
- move lease statements out of pool to give the same lease-times to
statically configure hosts
- for failover to be configured, atleast one start-stop range needs to be
defined under subnet
- to exclude an IP address, the user should have atleast one start-stop
range defined under subnet
- Fix Bug 3715 : error the user if no start-stop ranges or static-mappings
under a subnet
