Fix Bug 3803 Unable to configure DHCP if DHCP lease subnet is configured on
a non-Ethernet interface
- removed restriction of having to configure atleast one dhcp lease subnet
for an ethernet interface
- there still has to be atleast one configured subnet that corresponds to
any broadcast interface

Fix Bug 3800 Automatically exclude address from DHCP lease range when it is
configured as a static map
- this redoes the fix for Bug 3793
- user can now assign an IP using static-mapping that lies in
- a start-stop range without excluding it explicitly from the CLI
