Don't offset packets on 64 bit build

In earlier releases, the network drivers always did unaligned DMA to
cause the start of the IP header to be aligned. This saved a few CPU
cycles, but requires read-modify-write on first DMA burst. This is
expensive on newer processors, and it is better to just align the
DMA and let the CPU do the work.

The upstream kernel has switched to aligned DMA for all X86 versions,
but for Vyatta don't want to risk changing behavior on i386 this late
    in cycle.
