IKEv2 TS: don't try to 'instantiate' all over a permanent connection
The code looking for a better connection to 'instantiate' assumes
that the current connection can be overwritten. Not good when
the current connection is 'permanent' (static, final).
But is this a real problem? For moment, assume 'permanent' connections
can't get any better.
