I think it does Howard, the "buyer and seller protection" plans do not specify "for US customers only". Far as I know they apply to EVERYONE. Keep in mind only a small percentage of transactions will have the "bad result" ie an honest person having money stolen from them. Look carefully at who you are accepting payment from. There are people who take advantage of these "loopholes" all the time, you just have to hope it does not happen to you (be careful). It has happened to me both as a buyer and a seller, in both cases I was the innocent party and lost my money (in fact paypal actually put me at a negative balance and threatened me with a collection agency which would spoil my perfect credit rating) So I paid them, believe me, I was NOT happy. DId a lot of research, found it has happened to a LOT of other innocent people too. Again just protect yourself best you can, reason this is all coming up again is that Western Union statement they put in ebay generated invoices now, they are trying to eliminate all competition to paypal............... And it might be working, WU auction payments were VERY slow in December, when I called they said because of increased holiday business but never had this problem in past years, I am thinking the staff has been cut back due to most people using paypal...... We NEED the competition, ebay is pretty much an monopoly already, they can set whatever policies they choose, don't want that to happen with paypal too. Although it is close already, the Citibank online payment service has already gone under.
