I think this is just down to your testing methodology. Flash does exist on the system, but you have told IE not to enable the execution of the content.
If you want to test various flash versions (or no flash) with IE/FF, try a plug-in switcher like http://www.pluginswitcher.de/ There is also a Firefox extension which does the same sort of thing: http://www.sephiroth.it/firefox/flash_switcher/ Otherwise, you can manually uninstall / re-install Flash if you want to test. As you said, different browsers handle the disabling differently, so you might as well try to emulate the real word scenario of a user not having Flash (or a lower version) in the best manner possible.
