So the behavior I am seeing is that when you already have the latest FP
(11.1.102.55) installed and try to test ExpressInstall by requiring a
higher version (eg 13.0) is that the expressInstall swf runs, calls the
Adobe servers which determine the latest version available is lower than
the one your are requiring and then exits. It then shows alt content.

I think this is expected behavior.

Are you seeing ExpressInstall not working when you have a FP 11 version
lower than 11.1.102.55 ?
