I would guess that the MS Windows command interpreter is trying to interpret the % symbol somehow before it is getting passed to the pdf2swf executable ('%' is a prefix for variable names in MS Windows).  Maybe you could try putting the last parameter in double or single quotes?

Maybe try changing

C:\swftools\pdf2swf -s fontquality=100 -j100 -f -s multiply=2 -s poly2bitmap -s zoom=100 -p1 G:\wwwrootdemo\pdf2swf\pdfdoctex.pdf -o G:\wwwrootdemo\pdf2swf\sample\%.swf

to

C:\swftools\pdf2swf -s fontquality=100 -j100 -f -s multiply=2 -s poly2bitmap -s zoom=100 -p1 G:\wwwrootdemo\pdf2swf\pdfdoctex.pdf -o 'G:\wwwrootdemo\pdf2swf\sample\%.swf'

The \% sequence could be problematic as well if Windows 2008 is trying to interpret that as an escaped % somewhere along the line.  You might also try making that \\%% (an escaped backslash followed by an MS Windows escaped %).  MS Windows seems to be a bit of a hodge-podge of different systems.  I'm surprised it works as well as it does.

I suppose I could download, temporarily install it, and see if I get the same
issue..

Other than that, any one else out there, experience the same issue?  Or knows why
the '%' character is not being treated a wildcard?
