At that link there is a file called vpl2mod.exe.  That would be the Windows version of the program.  Alternatively, try typing "vpl2mod" at a command line in Linux and see if the program is already installed on your machine.

Not hard to find.  Windows binaries for all the Sword utilities are at http://www.crosswire.org/sword/ALPHAcckswwlkrfre22034820285912/idx.jsp

If you file is plaintext with no chapter verse markup, it MUST conform exactly to KJV versification.  If it doesn't (and most modern versions don't) than the module you will get will be out of step and display incorrect verses.  The only way to handle this would be to insert chapter verse markup between the verses.  That will usually require you to write a script in some scripting language.  Please ask if you need further help.
