Some things, that i miss:

- better web services support(escpecially for the server side) (there  
exists already the sfWebBrowserPlugin but without native web services  
functionality).. ok this is only a plugin issue

- interfaces!
I am used to work with interfaces, because of my work with java. I  
would solve many things with interfaces for mysql. Lets take the  
sfGuardPlugin for example. Imagine you write lots of lines of code,  
where you call some "basic" functionalify of this plugin. Now, when  
you want to reuse these lines of code in another project, which  
however has some different user management you have a problem,  
because you have to go through all lines of code again.
This problem would not exist with well defined interfaces.

- better possibility of switching the admin theme

- functionality/ howto to create some folders in the web dir and link  
files out of these dir, e.g.:
media/somePdf.pdf
data/somedata.txt
etc.

Due to the rewriting it is not very easy to do this, without  
manipultion the .htaccess file itself.

There exists the upload dir, but i often do not want to use this dir  
for these purposes.
