Oh no, believe me, I am all for high expectations. I just think that
to be admitted to the "incubator" or "experimental" repository, these
expectations should not be as complicated as ZF, where (the last time
I looked at, which is a while ago) to be admitted to the incubator you
already need to write nearly full specs of your expected class layout,
API, etc.

The way I see it at least, the incubator is a brooding place, where
(small) idea's can come to life and develop into good and stable
plugins.

Then, before these plugins are moved to the official/core/base
repository, they of course have to live up to all the expectations for
the admission to that repository, including such things as
documentation, unit and functional testing, and maybe even some kind
of statement that the plugin will be supported for a long time to
come. That way, you have a place for people to play around with things
and still contribute. It keeps your plugin development open, in a way
where other people can jump in and help with development of a plugin,
or even take ownership of plugins that have been abandoned by their
original developer. If we put too high an expectation on our incubator/
experimental repository, we might not see a lot of possibly useful
plugins at all in our community, or we might even see non-sf
repositories springing up, fragmenting where to get plugins (and I
think that is the last thing you want ... it is one of the things that
annoys the hell out of me in debian/ubuntu etc ... the fact that aside
from debian, I still might need to add other repo's as well).
