Danny, Zend, although called itself the PHP company, does not own PHP, nor it manages it or defines how things should be done and Symfony is a completely independent project.
The coding standard that you pasted is from Zend Framework, not Zend company. This standard probably came way after Symfony has been in existence, so I don't know why symfony would have to change. I think some kind of standard is good, it makes things easier, but it is very hard to come up with one standard. For example, I don't like PEAR standard at all and I refuse to write code like PEAR.
