If you do 'Acme\FooBundle' it should work.
Just tried it, and it makes no difference inside the symfony shell
(app/console -s)
init:bundle 'Acme\FooBundle' src
and
init:bundle "Acme\FooBundle" src
both outputs the same error mentioned before.
