Yes, this is because 2.1.1 was locking the Twig master branch when it
was still aliased as 1.9.x-dev and was using the old lock format. So the
update of the branch alias to 1.10.x-dev broke the lock file.
This is one of the reason of the refactoring of the lock file in composer.
The same situation would not have broken the release if the new lock
file format had been used in 2.1.1 (but it was not yet implemented when
releasing 2.1.1)
I'm waiting for the Doctrine release (tomorrow if everything works fine)
to release 2.1.2
