When writing the tests, please test all the code here:

                  if base.is_positive:
                      return result
                  elif exp.q == 2:
+                    return result
+                    print "exp", exp
                      return result * S.ImaginaryUnit
                  else:
                      return result * ((-1)**exp)


e.g. it'd be nice to figure out why the case exp.q is a special case, e.g.  
does it
work for 1/4? 1/6? 1/8? and then probably write it as:

if base.is_positive or exp.q == 2:
     return result
else:
     return return result * ((-1)**exp)
