The application process for Google Summer of Code begins around April, and  
the projects themselves run in
the summer time (such as my project, which is ODEs).  See also the GSoC  
main page
(http://code.google.com/soc/).  It looks like some polynomial stuff is  
already on the ideas page
(http://wiki.sympy.org/wiki/GSoC2009Ideas).

Also, for that polynomial, you can apply the case described here
(http://en.wikipedia.org/wiki/Quartic_polynomial#Quasi-symmetric_equations)  
and then apply sqrtdenest() to
the roots to get the same simple solution that Maple returns.  Does SymPy  
apply any of the other special cases
described on that Wikipedia page?
