New issue 1609 by smichr: sign(x).is_zero fails and sign() oddities

sign(x).is_zero fails because in complexes.py self[0] rather than
self.args[0] is being queried.

Also, if p = Symbol('p', positive=True) then sign(p) == 1; also sign(2*x) =
sign(x) but sign(p*x) == sign(p*x) instead of sign(x).

I have pushed to github (smichr) an update to master with corrections and
tests addressing these problems. Look for this issue number as the leading
comment.
