Another way (that may or may not work), would be to use subs directly, like  
f(x).diff(x, 2).subs(x, 1).  Right
now it does:

In [1]: f(x).diff(x).subs(x, 0)
Out[1]: f(0)

In [2]: f(x).diff(x, 2).subs(x, 0)
Out[2]: f(0)

which is wrong anyway.
