I can see now that as_base_exp was only dealing with the case where the argument was a Rational (not a rational) so I really didn't fix anything there. I withdraw this commit for review and direct reviewers to 1725 which fixes the problem which was apparently in expand as pointed out in comment 16.
An addition commit has been added to smichr's 1725 branch that includes two tests that failed above but succeed in 1725.
