Yeah, that is what it should be for. You can just leave the sendemail thing out if you want, since we no longer recommend that people submit patches that way (pull requests are much better).
I mean we should link to the main wiki page at the top of the docs main page. I just noticed that we should do the reverse to (I just edited the wiki to fix that).
