To really do this correctly, we need to know when solve knows it has all the solutions.

I'm going to go ahead and mark this as WrongResult, because it's easy to find examples where this is wrong if you have a function that solve can't solve. Here's one:

In [13]: Piecewise((1, Eq(z, 0)), (0, True)).subs(z, sin(x))
Out[13]:
⎧1  for x = 0
⎨
⎩0  otherwise
