There are two levels of simplification that I believe should remain
distinct. One is the type needed for the ODEs. exp(C1) and 2*X1 can
simplify to C1 but C1 + y (in an ODE that is a function of x, IMO) should
not simplify to C1. The other level of simplification is where all but x
(or designated variables) should combine to create an arbitrary number of
constants. The latter (which uses the function constantsimp that is suppose
to be handling the former) is asserted in tests throughout
test_constantsimp. So test_constantsimp should be modified significantly;
it does not represent what is the desired state for the constantsimp that
handles constants in ODEs.
