Figured it out.  See pull request https://github.com/sympy/sympy/pull/2569
As an example: dsolve((x+1)*f(x).diff(x) - f(x)- 1,f(x))

In master: f(x) = C₁ + C₂ x
With this fix: f(x) = C₁ + C₁ x

However, there remain isses with constantsimp().  I have XFAIL'ed
some tests which this change has revealed to be incorrect.
