Similarly, the other power functions should not do denesting:
In [19]: var('a b c', positive=True)
Out[19]: (a, b, c)
In [20]: expand_power_base((a**b)**(c + 1))
Out[20]:
b⋅(c + 1)
a
In [21]: expand_power_exp((a**b)**(c + 1))
Out[21]:
b⋅(c + 1)
a
The first should leave it alone, and the second should do (a**b)**c*a**b.
It defeats the whole purpose of having separated targeted simplification
functions if they aren't actually separated.
