Frac() was never implemented. I'm going to mark this issue as WontFix,
because I'm not going to extend Poly API any further, so it's unlikely Frac
will be implemented. However, now we have new API for polynomials
(PolyElement) and as a side effect rational function arithmetic
(FracElement) and that should be sufficient for the intended purpose
(simplifying risch() --- which partially already started because heurisch()
is being rewritten using new APIs).
