I agree with this.  Note that we do have a lot of algebra implemented in the 
form of the polys module.  This is mostly internal stuff, though.  I think the 
only user-side thing is objects like RR and QQ.

Well, you don't have to do an EasyToFix issue.  That is just a suggestion for 
the easiest things to do.  Any kind of patch will count for the requirement, 
including new implementations of things.  That is more work than fixing an easy 
issue, so it will definitely show us that you know Python and can work with the 
community (the purpose of that requirement).  

Might I suggest that you implement a small part of your suggested project.  For 
example, in 2009 I applied to improve the ODE module (dsolve() and friends).  
For my preliminary patch, I sent in a patch that implemented a solving method 
for solving Bernoulli ODEs.  This was an easy patch to apply, but it was 
something that I would have done anyway for my project.
