Thanks, i saved 
http://www.simpleweb.org/ietf/mibs/modules/IETF/txt/RDBMS-MIB as 
RDBMS-MIB.txt to my mibs folder, but still getting the following:

C:\snmptranslate>snmptranslate.exe  -Td -M. -mALL .1.

I've tried on an XP, still the same - i'm using 7.
