there are two independent changes and that each necessitates a flag day.

Further, warner and I both claim that we need to take both actions:
revving auth and revving formats (really, implementing format version
negotiation); whether we have 1 flag day or 2 is our choice. Building
on top of Sync 1.1 is equivalent to saying that we *don't* need to rev
formats and implement version negotiation. Do you agree with warner and
myself that we need to both rev auth and implement version negotiation?
(warner, if I'm mis-stating your position, please correct me -- but
your message is quite clear).
