I think I like the second option more. I think the whole here/there/then/now distinction is particularly useful. I've always found the placement of "Tabs from Other Devices" in the History menu very counter-intuitive; to me, it feels like tabs from other devices should be considered parallel to my current browser session, and not a part of history (even though technically they might be).
