Well that's a little disappointing, but I'm not surprised to hear this isn't measuring quite what we want :-/ I found this old bug for adding more nuanced telemetry for sync: https://bugzilla.mozilla.org/show_bug.cgi?id=671045 Let's resurrect it (or replace it, if you prefer) and try to get a better picture of user experience from the client perspective here.
