If the user launches a browser that lacks the migration experience, the server 
should provide the message on yellow:

"We’ve rebuilt Sync to make it easier for everyone. Please update Firefox to 
continue syncing. [Update] <- update Firefox link

No? We don’t recommend saying “Your Firefox Sync service is shutting down.”

The string looks great in Nightly (attached, although I think the notification 
bars in general could use some tidying WRT where the close buttons are).
