I'd like to take a moment to sanity-check the expected behavior in FF37+ as well. Are all strings shipped with the client in migration-capable versions, or are we expecting some server-side support for the final messaging?

(I assume that it's all baked into the client, since we're not doing anything clever on the server and migrations seem to work - but let's make double-sure we're all on the same page)

That message is what you get in Firefox 37. If you're not on Firefox
37, you need to first upgrade, and we're limited by the
behavior/strings that old clients had. We can't change what happens in
36 and earlier because those versions are string frozen.

    That looks like the UI you get when you're on a version of
    Firefox prior to
    37 (we can't modify those versions, you need to upgrade to 37+
    to continue
    migration). Which version were you testing with?
