I would change the report a little bit :

..., a vote for a first release candidate (1.0.0-RC1-incubating) is
currently started.

Well, I've just canceled the vote, and I am not sure when I'll be able
to start a new one, hence I've preferred to revert to the original,
rather prudent, sentence.
