At what point should we consider the availability of a feed to be too
low to approve, even though other things look OK?  Below 95%?  90%? 
85%?

For example, I approved a feed this evening -- after substantial
hesitation -- that had availability of just 2% -- just kidding!  It
was between 80-90%, and looking at the recent polling history it
appeared that every few days there would be a "could not fetch -
socket error 11" message.  I didn't see anything else wrong, so I
decided to Approve it, but (obviously) it made me question the
"availability breakpoint."
