The way feeds are handled is based entirely on their data URL.  The site URL
isn't a factor in how the site detects and downloads feeds.  The site URL is
only used during the periodic collection of additional metadata.  This
because RSS itself lacks the ability (across all versions) to express extra
metadata.   That and the metadata for it, even when properly namespaced in
the feed, wouldn't be picked up by that many reader programs anyway (and
would thus just waste bandwidth).

So if a feed moves to a new data URL then it gets treated as an entirely new
feed.  The old one is then marked as a 'Redirect' to the new feed ID.  (This
is a manual process an editor provides).  This way anything that went
looking for the old URL would be able to find the new one.

Likewise, the feed info data shown is pulled from the feed itself.  So if a
description or other data changes the system will pull it from there.
There's no manual editing of these fields.  This is also not an automatic
process as a way to prevent the sort of search engine gaming we all despise.
A feed's description is generally expected to remain 'stable' over time, not
change on all that frequent a basis.

As to the question at hand, the correct procedure is to submit the new URLs
and point the old feeds to their new IDs.
