We generally "allow" a little leeway when a feed that's in English
fails to apply the 'en' language tag. Provided, of course, that
NOTHING else is wrong with the feed. We've found it wasn't a
worthwhile argument to get all pedantic about pushing this issue with
English feeds. Yeah, it betrays the bias of a majority. But we chose
not to fight that battle because of having more pressing issues that
needed fixing beyond just language (the encoding battles, for one).
So if you find an RSS feed in English that lacks the language tag
(atom requires it) and there's NOTHING else wrong it's "ok" to approve
it. However, you might want to drop note to the feed's publisher to
let them know it'd be helpful if they added it.
For feeds that are NOT in English that use the 'en' tag you should
mark them for repair and let the publisher know of the error.
