I'm not very familiar with Atom... what is an authoritative reference for it?

(for Atom 0.3) states:  'atom:feed elements SHOULD have an "xml:lang"
attribute whose content indicates the default natural language of the
feed.'  (emphasis on 'should' as shown in document)
