The W3C is now hosting a feed validator based on the
well-known one authored by Mark Pilgrim and Sam Ruby.
What makes this one stand out and why might it interest
the Syndic8 group?

Because it includes a SOAP API which can be used to
automate the validating of feeds, allowing the system to
weed out crap channels before humans step in to
review and approve them.

There is already a CPAN code library for the API, if you
want to use Perl, although I believe that the Syndic8
system uses PHP. My guess is a porting or writing a PHP
wrapper from scratch might involve an few hours or
perhaps an afternoon's work for a programmer with
some Web service/SOAP experience. Trivial perhaps.

Have a look.
