Google and the other search engines have no problem spidering
and indexing content generated using PHP and MagpieRSS, any
more than they would have a problem with content generated from
a database or any other source. That's because it is created on
the server-side. The engines don't know or care how the content
is created, as long as it is recognizable (HTML, XHTML, PDF...), it
can find it (there is a link to it), and it isn't blocked, by a robots.txt
rule for example.

Any content that relies on client-side technologies like JavaScript
and Java VMs are ignored by the search engines. Spiders don't
carry around JS interpretors with them!
