Summary: dragging time slider on pirates is very slow

Initial Comment:
Edit pirates.sifz to have a non-zero time length, then drag the time slider.  
It will take a very long time for the GUI to catch up.

It turns out that CanvasView::time_was_changed() is called for each point you 
drag the slider to, which ends up traversing the whole layer tree for each time 
you drag past.

Under linux and with the last commit it seems to depend on what layer is
selected. 
Selecting the Deadheads canvas it seems to slide a little slow but not
annoying...
