Some implementation information about syslog-tls:

I asked some graduate students in an university to implement the
specification. The implementation is based on openssl and rsyslog. The
implementation was finished on October and proved it works. 

The implementation implemented version number and use "user_canceled" TLS
alert to indicate a unsupported version number.
