I seems to work. I set basic-offset to 11 and indeed, that's what I
got in the buffer. I don't think this value could come from anywhere else :).

AFAICT .dir-locals.el were introduced in emacs 23.1
(http://www.gnu.org/software/emacs/NEWS.23.1)
