Another goal I have for any refinement in "enable" behavior is defining how instances should work with commands. For example, because we check "is-enabled" against the target of the symlinks, "systemctl is-enabled nginx@123.service" returns false unless there's a specific "nginx@123.service" unit (IIRC). So, "status" functions differently from "is-enabled" in terms of how it matches up data.
