The sarcasm is not lost on me, but just for the record, I'd say those
are out-of-scope.


I would beg the differ you will need this to be able to properly support containers, isolating them to their own vlans etc.

I would have gone the route of implementing this into a separated systemd network server ( optionally being hidden from the network itself for security reasons which is required ) and have networkd tightly integrated and communicate with that server but you seem to be wanting to integrate all of this into networkd which does not lessen the requirements just complicates configuring them a bit more.
